TL;DR:
- AP builds offer the highest raw Q damage.
- A lot of that damage comes from item procs (Luden's + Stormsurge), so if you can’t reliably trigger those (e.g. vs tanks or during cooldown), your burst drops a bit.
- Even without procs, AP builds still look strong for poke.
- The Collector + LRD variant seems to offer the best all-around damage from Q.
